Some back-of-the-envelope calculations

Keying off Shawn’s previous post…if the DOD figures are accurate this means:

  1. In about two years, we have killed 45,000 insurgents from a force of around 25,000.
    1. This is around 100% losses a year
    2. This means the insurgents had to completely recruit an entire new force every year for the last two years
      1. Or maybe we just shot everyone twice.
    3. It is clear the claimed kills are way too high, or the claimed strength is too low, or a little bit of both
  2. We are getting three kills per sortie.
    1. Now, I have not done an analysis of kills per sorties in other insurgencies (and this would be useful to do), but I am pretty certain that this is unusually high.
  3. We are killing almost a 1,000 insurgents (not in uniform) for every civilian we are killing.
    1. Even if I use the Airwars figure of 1,568 civilians killed, this is 29 insurgents for every civilian killed.
    2. Again, I have not an analysis of insurgents killed per civilian killed in air operations (and this would be useful to do), but these rates seem unusually low.

It appears that there are some bad estimates being made here. Nothing wrong with doing an estimate, but something is very wrong if you are doing estimates that are significantly off. Some of these appear to be off.

This is, of course, a problem we encountered with Iraq and Afghanistan and is discussed to some extent in my book America’s Modern Wars. It was also a problem with the Soviet Army in World War II, and is something I discuss in some depth in my Kursk book.

It would be useful to develop a set of benchmarks from past wars looking at insurgents killed per sorties, insurgents killed per civilian killed in air operations (an other types of operations), insurgents killed compared to force strength, and so forth.

The Military Conflict Institute (TMCI) Will Meet in October

TMCI logoThe Military Conflict Institute (the website has not been recently updated) will hold it’s 58th General Working Meeting from 3-5 October 2016, hosted by the Institute for Defense Analysis in Alexandria, Virginia. It will feature discussions and presentations focused on war termination in likely areas of conflict in the near future, such as Egypt, Turkey, North Korea, Iran, Saudi Arabia, Kurdistan, and Israel. There will also be presentations on related and general military topics as well.

TMCI was founded in 1979 by Dr. Donald S. Marshall and Trevor Dupuy. They were concerned by the inability of existing Defense Department combat models to produce results that were consistent or rooted in historical experience. The organization is a non-profit, interdisciplinary, informal group that avoids government or institutional affiliation in order to maintain an independent perspective and voice. It’s objective is to advance public understanding of organized warfare in all its aspects. Most of the initial members were drawn from the ranks of operations analysts experienced in quantitative historical study and military operations research, but it has grown to include a diverse group of scholars, historians, students of war, soldiers, sailors, marines, airmen, and scientists. Member disciplines range from military science to diplomacy and philosophy.

So You Still Think You Want A Revolution In Military Affairs?

Even as the U.S. Army examines ongoing “hybrid” conflicts and tries to conceptualize what wars of the near future are going to be like, it’s leaders continue to believe that a technology-driven Revolution in Military Affairs remains in the cards.

“I think we are on the cusp of a fundamental change in the character of ground warfare,” U.S. Army chief of staff Gen. Mark Milley told an audience at the Center for Strategic and International Studies in Washington, D.C., on June 23. “It will be of such significance that it will be like the rifling of a musket or the introduction of a machine gun or it will have such significance impact as the change from horse to mechanized vehicles.”

Revolutionary new technologies such as nanotechnology, robotics and artificial intelligence will drive that fundamental change. But while Milley said that a revolution is coming, how exactly the character of ground warfare will shape up remains an open question. “Exactly what that’s going to look like, I don’t know,” Milley said. “I just know that we’re there. We’re on the leading edge of it. I think we’ve got a few years to figure it out—probably less than ten. But I think by 2025, you’re going to see armies—not only the American Army but armies around the world—will be fundamentally and substantively different than they are today.”

Whether technological change will radically change the nature of warfare remains to be seen. The Army is nevertheless pushing forward with changes in training and force structure to adapt to new tactics and technologies already being used by other combatants.

In related news, the Army’s Paladin Integrated Management program to upgrade 133 M109A6 Paladin self-propelled howitzers to M109A7’s to improve the weapon’s reliability, maintainability, performance, responsiveness, and lethality has run into problems. The Department of Defense Inspector General found the M109A7 failed to meet maximum rate-of-fire requirements in tests and requires additional fire extinguisher capabilities in crew compartments. Army observers have warned of recent advances in Russian artillery technology and the need for effective countering capabilities. Former Secretary of Defense Donald Rumsfeld cancelled the Army’s proposed next-generation XM2001 Crusader self-propelled howitzer in 2002.

 

Mass Fires vs. Precision Fires on the Battlefield of Tomorrow

For anyone paying attention, it is no surprise that the U.S. Army is intently watching Russia’s military operations in the Ukraine. What they have seen is sobering. Defense One’s Patrick Tucker recently highlighted the preliminary findings of The Russia New Generation Warfare study directed by Lieutenant General H.R. McMaster, who heads the Army’s Capabilities Integration Center.

According to McMaster, “the Russians have superior artillery firepower, better combat vehicles, and have learned sophisticated use of UAVs for tactical effect. Should U.S. forces find themselves in a land war with Russia, he said, they would be in for a rude, cold awakening.”

The Army evidently envisions a future clash between U.S. and Russian or Russian-backed forces will begin with long-range missile exchanges.

“We spend a long time talking about winning long-range missile duels,” said McMaster. But long-range missiles only get you through the front door. The question then becomes what will you do when you get there.

The tactics of Russian-backed irregular forces in the Ukraine have demonstrated effective leveraging of the new technological capabilities.

“Look at the enemy countermeasures,” [McMaster] said, noting Russia’s use of nominally semi-professional forces who are capable of “dispersion, concealment, intermingling with civilian populations…the ability to disrupt our network strike capability, precision navigation and timing capabilities.”

The implication of this, McMaster contends, would be that “you’re probably going to have a close fight… Increasingly, close combat overmatch is an area we’ve neglected, because we’ve taken it for granted.”

One big reason for the perceived Russian overmatch is a due to an advantage in artillery, both in terms of range and in power.

[Phil] Karber, the president of the Potomac Foundation, went on a fact-finding mission to Ukraine last year, and returned with the conclusion that the United States had long overemphasized precision artillery on the battlefield at the expense of mass fires. Since the 1980s, he said last October, at an Association for the United States Army event, the U.S. has given up its qualitative edge, mostly by getting rid of cluster munitions.

Munitions have advanced incredibly since then. One of the most terrifying weapons that the Russians are using on the battlefield are thermobaric warheads, weapons that are composed almost entirely of fuel and burn longer and with more intensity than other types of munitions.

“In a 3-minute period…a Russian fire strike wiped out two mechanized battalions [with] a combination of top-attack munitions and thermobaric warheads,” said Karber. “If you have not experienced or seen the effects of thermobaric warheads, start taking a hard look. They might soon be coming to a theater near you.”

McMaster believes that the combination of heavier, longer-ranged artillery abetted by the targeting capabilities afforded by hordes of unmanned aerial vehicles (UAVs) provides the Russians with a significant battlefield advantage.

“We’re out-ranged by a lot of these systems and they employ improved conventional munitions, which we are going away from. There will be a 40- to 60-percent reduction in lethality in the systems that we have,” he said. “Remember that we already have fewer artillery systems. Now those fewer artillery systems will be less effective relative to the enemy. So we need to do something on that now.”

One potential solution is to develop more flexibility in existing U.S. Army fires capabilities.

To remedy that, McMaster is looking into a new area called “cross domain fires,” which would outfit ground units to hit a much wider array of targets. “When an Army fires unit arrives somewhere, it should be able to do surface-to-air, surface-to-surface, and shore-to-ship capabilities. We are developing that now and there are some really promising capabilities,” he said.

It remains to be seen how pervasive and permanent these new Russian military capabilities are and whether they will result in changes in the existing system for modern conventional combat. The advantages the Russians derive from mass fires would appear to directly challenge the U.S.’s investment in precision guided munitions and strike capabilities going back to World War II. Precision strike, networked capabilities, and information warfare were fundamental aspects of the technology-driven Revolution in Military Affairs concept that dominated U.S. military thinking in the 1990s and early 2000s. Leveraging technology is also a foundational aspect of the Defense Department’s current Third Offset Strategy.

Can Russia Cow Europe into Submission?

My previous post addressed a famous 1980s U.S. policy and strategic debate in which quantitative analysis featured prominently. Such debates are ongoing, of course. The International Security Studies Forum just posted a roundtable discussion of a recent book by MIT political scientist Barry R. Posen, Restraint:  A New Foundation for U.S. Grand Strategy. The prolific Posen is the Ford International Professor of Political Science and director of MIT’s Security Studies Program. He played a role in the 1980s NATO/Warsaw Pact debate and his ongoing research “focuses on US military strategy, force structure and capabilities, and force posture (the global distribution of U.S. military forces.)”

His new book addresses the relationship between contemporary U.S. national strategy and net assessments of military power. In it, Posen makes an argument for a new grand strategic approach, as described in its blurb:

The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls “liberal hegemony,” one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength… His alternative for military strategy, which Posen calls “command of the commons,” focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.

In his response to the comments of the roundtable participants, Posen offered his capsule assessment of Russia’s current strategic situation in the context of his recommendation that the U.S. scale back its military commitment to European security:

Russia, under the leadership of President Vladimir Putin, has made itself into a meaningful military power, and is practicing a muscular foreign policy. It seized Crimea, subverts the Donbas, and backs the Assad regime in Syria. This does not mean that it is no longer possible to implement Restraint in Europe. Russia’s power must be put in perspective. The National Intelligence Council assesses Russia’s net power as a fraction of the European Union’s today, and expects little improvement by mid-century. Its disastrous economic policies show no sign of change and the decrease in oil prices has made things even worse. Europe, taken as a whole, will remain quite capable. The question is whether Russia, by virtue of a sustained commitment to the generation of military power from a deteriorating economic base, can somehow cow Europe into submission. Would the Europeans invest so little in defending themselves in the absence of the U.S. military commitment that Russia could win what the Soviet Union could not–hegemony in Europe? [Emphasis added]

In light of recent debates over the correlation of military of forces and alleged military vulnerability of the Baltic States, a realistic assessment of overall strategic and military power seems like a good question to address. Posen’s arguments are well interrogated in the roundtable and his response is illuminating. It is all worth the time to read.

Wargaming the Defense of the Baltics: The Debate Continues

RAND’s wargame that explored a potential Russian invasion of the Baltic countries continues to feed a robust debate within the ranks of strategic analysts.

Michael Kofman assessed the premises of RAND’s wargame and expressed skepticism of the call for a buildup of American and NATO ground forces to deter Russian military aggression. Kofman argued instead that

The way forward is to shore up deterrence by punishment, which has been working just fine all these years. That means leveraging U.S. airpower and the Navy as a global force able to horizontally expand the theater of conflict and inflict colossal military and economic punishment on Russia should it aggress against a NATO member state. As a consolation to AirLand Battle warriors, perhaps we can call the strategy Air-to-Land Battle. It also means the United States must focus on mobility in theater and assets that counter, rather than match, the Russian military. This is why Gen. Ben Hodges, commander of U.S. Army Europe, is right in arguing that the number one need is for Army combat aviation in Europe.  The United States should also revisit the nuclear toolkit, since the credible threat of nuclear escalation had always been an important pillar in deterring Russian aggression against NATO.

In rebuttal, RAND’s Karl Mueller, David Shlapak, Michael Johnson and David Ochmanek defended the focus of their wargame, arguing that “the whole point of the games was to explore, develop, test, and refine concepts, based on our best — and evolving — understanding of Russian doctrine, tactics, and capabilities, as well as NATO’s extant capabilities and options for enhancing them.” They take specific issue with Kaufman’s emphasis upon threats of post hoc punishment.

In contrast, deterrent approaches that depend upon threatening to punish Russia for occupying the Baltic states after the fact, as Kofman prefers, would be susceptible to Russian leaders imagining — rightly or wrongly — that these threats would not actually be carried out. Similarly, a threat by the Baltic states to wage prolonged partisan warfare against an occupying force might well lack credibility given the potential costs to the populace of doing so, especially against an occupier as ruthless as the one that razed Grozny. Leaving the Baltic states to fend for themselves in the event of an invasion would also represent a catastrophic failure by NATO to honor its Article 5 responsibilities.

A NATO strategy based on temporarily accepting the inevitability of an invasion succeeding and instead mobilizing an overwhelming force to counterattack against Russian forces and liberate the Baltic states might encounter similar skepticism in the Kremlin. It would depend on the alliance remaining determined to right the wrong through costly military action even after months of Russian reinforcement, propaganda, and subversion. Moreover, Moscow might well persuade itself that threats to use nuclear weapons in defense of Kaliningrad (which would stand in the way of a counteroffensive as a “nuclear landmine” in Kofman’s incisive turn of phrase) and its newly acquired territory in the Baltics would be sufficient to deter NATO from carrying through with a “we shall return” promise. Indeed, such an expectation could prove to be correct.

The arguments and criticisms made by Kofman and the RAND team are thoughtful, well-reasoned, and well worth the time to peruse. They also demonstrate the insight that wargaming can bring to strategic problems.

However, the question that comes to my mind is, what strategic interest would Russia serve by invading the Baltics in the first place? Even without NATO imposing extra costs through an active defense, occupying them would reap negligible, if any, political, economic or military advantages for Russia, and would likely impose significant costs in terms of damage to relations with the West. It would also entail an expensive military occupation and suppression of a potential insurgency. Unfortunately, wargaming the correlation of forces does not seem to be able provide a plausible strategic motivation for such a Russian gambit to begin with.

Estimating Combat Casualties II

Just a few comments on this article:

  1. One notes the claim of 30,000 killed for the 1991 Gulf War. This was typical of some of the discussion at the time. As we know, the real figure was much, much lower.
  2. Note that Jack Anderson is quoting some “3-to-1 Rule.” We are not big fans of “3-to-1 Rules.” Trevor Dupuy does briefly refute it.
  3. Trevor Dupuy does end the discussion by mentioning “combat power ratios.” This is not quite the same as “force ratios.”

Anyhow, interesting blast from the past, although some of this discussion we were also conducting a little over a week ago at a presentation we provided.

Shawn Woodford was recently browsing in a used bookstore in Annapolis. He came across a copy of Genius for War. Tucked in the front cover was this clipping from the Washington Post. It is undated, but makes reference to a Jack Anderson article from 1 November, presumably 1990. So it must have been published sometime shortly thereafter.

Assessing the 1990-1991 Gulf War Forecasts

WargamesA number of forecasts of potential U.S. casualties in a war to evict Iraqi forces from Kuwait appeared in the media in the autumn of 1990. The question of the human costs became a political issue for the administration of George H. W. Bush and influenced strategic and military decision-making.

Almost immediately following President Bush’s decision to commit U.S. forces to the Middle East in August 1990, speculation appeared in the media about what a war between Iraq and a U.S.-led international coalition might entail. In early September, U.S. News & World Report reported “that the U.S. Joint Chiefs of Staff and the National Security Council estimated that the United States would lose between 20,000 and 30,000 dead and wounded soldiers in a Gulf war.” The Bush administration declined official comment on these figures at the time, but the media indicated that they were derived from Defense Department computer models used to wargame possible conflict scenarios.[1] The numbers shocked the American public and became unofficial benchmarks in subsequent public discussion and debate.

A Defense Department wargame exploring U.S. options in Iraq had taken place on 25 August, the results of which allegedly led to “major changes” in military planning.[2] Although linking the wargame and the reported casualty estimate is circumstantial, the cited figures were very much in line with other contemporary U.S. military casualty estimates. A U.S. Army Personnel Command [PERSCOM] document that informed U.S. Central Command [USCENTCOM] troop replacement planning, likely based on pre-crisis plans for the defense of Saudi Arabia against possible Iraqi invasion, anticipated “about 40,000” total losses.[3]

These early estimates were very likely to have been based on a concept plan involving a frontal attack on Iraqi forces in Kuwait using a single U.S. Army corps and a U.S. Marine Expeditionary Force. In part due to concern about potential casualties from this course of action, the Bush administration approved USCENTCOM commander General Norman Schwarzkopf’s preferred concept for a flanking offensive using two U.S. Army corps and additional Marine forces.[4] Despite major reinforcements and a more imaginative battle plan, USCENTCOM medical personnel reportedly briefed Defense Secretary Dick Cheney and Joint Chiefs Chairman Colin Powell in December 1990 that they were anticipating 20,000 casualties, including 7,000 killed in action.[5] Even as late as mid-February 1991, PERSCOM was forecasting 20,000 U.S. casualties in the first five days of combat.[6]

The reported U.S. government casualty estimates prompted various public analysts to offer their own public forecasts. One anonymous “retired general” was quoted as saying “Everyone wants to have the number…Everyone wants to be able to say ‘he’s right or he’s wrong, or this is the way it will go, or this is the way it won’t go, or better yet, the senator or the higher-ranking official is wrong because so-and-so says that the number is this and such.’”[7]

Trevor Dupuy’s forecast was among the first to be cited by the media[8], and he presented it before a hearing of the Senate Armed Services Committee in December.

Other prominent public estimates were offered by political scientists Barry Posen and John J. Mearshimer, and military analyst Joshua Epstein. In November, Posen projected that the Coalition would initiate an air offensive that would quickly gain air superiority, followed by a frontal ground attack lasting approximately 20 days incurring 4,000 (with 1,000 dead) to 10,000 (worst case) casualties. He used the historical casualty rates experienced by Allied forces in Normandy in 1944 and the Israelis in 1967 and 1973 as a rough baseline for his prediction.[9]

Epstein’s prediction in December was similar to Posen’s. Coalition forces would begin with a campaign to obtain control of the air, followed by a ground attack that would succeed within 15-21 days, incurring between 3,000 and 16,000 U.S. casualties, with 1,049-4,136 killed. Like Dupuy, Epstein derived his forecast from a combat model, the Adaptive Dynamic Model.[10]

On the eve of the beginning of the air campaign in January 1991, Mearshimer estimated that Coalition forces would defeat the Iraqis in a week or less and that U.S. forces would suffer fewer than 1,000 killed in combat. Mearshimer’s forecast was based on a qualitative analysis of Coalition and Iraqi forces as opposed to a quantitative one. Although like everyone else he failed to foresee the extended air campaign and believed that successful air/land breakthrough battles in the heart of the Iraqi defenses would minimize casualties, he did fairly evaluate the disparity in quality between Coalition and Iraqi combat forces.[11]

In the aftermath of the rapid defeat of Iraqi forces in Kuwait, the media duly noted the singular accuracy of Mearshimer’s prediction.[12] The relatively disappointing performance of the quantitative models, especially the ones used by the Defense Department, punctuated debates within the U.S. military operations research community over the state of combat modeling. Dubbed “the base of sand problem” by RAND analysts Paul Davis and Donald Blumenthal, serious questions were raised about the accuracy and validity of the methodologies and constructs that underpinned the models.[13] Twenty-five years later, many of these questions remain unaddressed. Some of these will be explored in future posts.

The Military Budget Wars Are Headed Back to the Future

When I mused over how much new strategic debates are sounding like old Cold War strategic debates, I really had no idea. The U.S. national security debate really is going Back to the Future.  Mark Perry has an article in POLITICO exploring arguments being advanced by some U.S. Army leaders in support of requests for increased defense budget funding, and the criticism they have drawn.

In early April, a panel comprised of several senior Army officer testified before a Senate Armed Service subcommittee on modernization.

[They] delivered a grim warning about the future of the U.S. armed forces: Unless the Army budget was increased, allowing both for more men and more materiel, members of the panel said, the United States was in danger of being “outranged and outgunned” in the next war and, in particular, in a confrontation with Russia. Vladimir Putin’s military, the panel averred, had outstripped the U.S. in modern weapons capabilities. And the Army’s shrinking size meant that “the Army of the future will be too small to secure the nation.”

These assertions are, predictably, being questioned by, also predictably, some in the other armed services. Perry cites the response of an unnamed “senior Pentagon officer.”

“This is the ‘Chicken-Little, sky-is-falling’ set in the Army,” the senior Pentagon officer said. “These guys want us to believe the Russians are 10 feet tall. There’s a simpler explanation: The Army is looking for a purpose, and a bigger chunk of the budget. And the best way to get that is to paint the Russians as being able to land in our rear and on both of our flanks at the same time. What a crock.”

Perry boils the debate down to what it is really about.

The fight over the Army panel’s testimony is the latest example of a deepening feud in the military community over how to respond to shrinking budget numbers. At issue is the military’s strategic future: Facing cuts, will the Army opt to modernize its weapons’ arsenal, or defer modernization in favor of increased numbers of soldiers? On April 5, the Army’s top brass made its choice clear: It wants to do both, and Russia’s the reason.

Perry’s walk through the various arguments is worth reading in full, but he accurately characterizes the debate as something more than an ecumenical disagreement among the usual Pentagon suspects.

The argument over numbers and capabilities might strike some Americans as exotic, but the debate is much more fundamental—with enormous political implications. “You know, which would you rather have—a high-speed rail system, or another brigade in Poland? Because that’s what this is really all about.
